An evaluation plenary session has been called for the years (2019-2022) in the presence of the steering committee and a few, not more than twenty, out of a total of one hundred and seventy-five of the members involved in the association. The association was established on the fifteenth of June of the year 2019 after the difficulties and hard efforts to obtain the visa. In a decent presence, the literary and financial report was read, then many issues of interest to the association and members of the press, technicians, photographers and everyone involved in this noble profession were discussed. Creating a website, supporting colleagues to obtain free professional press accreditation, including photographers and technicians, enabling all colleagues to take courses in specialties and sports, striving to acquire knowledge, facilitating and assisting colleagues to obtain job opportunities, especially those who lost their jobs due to the Corona pandemic as attachments Athletes and sports coordinators in structures, universities and sports or semi-sports associations, and if it is possible to help them to obtain job opportunities abroad so that they can be able to unemployment and financial taste, which is sometimes prolonged. A date for the elections will be set later. Also, the restructuring of the association was discussed for the good of the profession, removing it from the financial taste and moving away from all that is the quarrels and conflicts in the profession that many of our predecessors dedicated to leaving it in our hands in the best suit and a good reputation at the international level. With the knowledge and reminder from the Steering Board of the Tunisian Association of Sports Press (A. T. P. S) that it is the only legitimate representative of the International Association of Sports Press (A.I.P.S).
تمت الدعوة لانعقاد الجلسة العامة التقيميةلسنوات ( 2019 – 2022 ) بحضور الهيئة التسيرية و ثلة قليلة لا تتجاوز عشرون من جملة مائة و خمسة و سبعون من الأعضاء المنخرطين في الجمعية. تأسست الجمعية في الخامس عشر من جوان سنة 2019 بعد الصعوبات و الجهد الجهيد للحصول على التأشيرة . و بحضور محتشم تم تلاوة التقرير الأدبي و المالي ثم التطرق إلى عديد المسائل تهم الجمعية و الأعضاء الصحفيين، التقنيين، المصورين وكل من له علاقة بهذه المهنة النبيلة إثر النقاش المتزن تم التطرق إلى عديد المسائل تصحيح المسار، تنقيح القانون الأساسي، البحث عن مقر للجمعية، بعث موقع إلكتروني، مساندة الزملاء للحصول على اعتماد صحفى محترف حر بما في ذالك المصورين و التقنيين، تمكين كافة الزملاء من دورات في الاختصاصات و الرياضات، السعي إلي تحصيل المعارف، تسهيل و مساعدة الزملاء للحصول على فرص عمل خاصة الذين فقدوا عملهم إثر جائحة الكورونا كملحقين رياضيين و منسقين رياضيين بالهياكل والجامعات و الجمعيات الرياضية او الشبه رياضية و إن أمكن مساعدتهم للحصول على فرص عمل بالخارج ليتمكنوا من البطالة و الذائقة المالية التي بعض الأحيان طالة امدها. سيتم لاحقا تحديد موعد للإنتخابات هيئة مديرة. كذالك تم التطرق إلى إعادة هيكلة الجمعية لما فيه خير المهنة و إخراجها من الذائقة المالية و الإبتعاد عن كل ما هو تجاذبات و صراعات بالمهنة التي كرسو الكثير ممن سبقونا ليتركوها بين ايدينا في أحسن حلة و صمعة طيبة على الصعيد الدولي. مع العلم و التذكير من طرف الهيئة المديرة التسيرية للجمعية التونسية للصحافة الرياضية (A. T. P. S) انها الممثل الشرعي الوحيد للجمعية الدولية للصحافة الرياضية (A.I.P.S).

INTERACTION ENTRE L’ARBITRE ET LES ARBITRES ASSISTANTS/JUGES DE TOUCHE L’arbitre peut consulter les arbitres assistants pour des questions liées à leurs devoirs, à la règle relative au jeu déloyal ou au chronométrage et demander une assistance pour ce qui est d’autres aspects des devoirs de l’arbitre. L’arbitre peut revenir sur une décision si un juge de touche ou un arbitre assistant a levé le drapeau pour indiquer une touche ou si un arbitre assistant a signalé du jeu déloyal.

LE BALLON OU LE PORTEUR DU BALLON TOUCHE L’ARBITRE OU UN NON-JOUEUR. Si le ballon ou le porteur du ballon touche l’arbitre ou un autre non-joueur et qu’aucune équipe n’en tire avantage, le jeu se poursuivra. Si une équipe bénéficie d’un avantage sur le champ de jeu, une mêlée ordonnée sera accordée avec introduction à la dernière équipe ayant joué le ballon. Si le porteur du ballon touche l’arbitre ou un autre non-joueur dans l’en-but et qu’une équipe en tire un avantage : Si un joueur attaquant est en possession du ballon, l’arbitre accordera un essai à l’endroit où le contact a eu lieu. Si un joueur défendant est en possession du ballon, l’arbitre accordera un touché en but à l’endroit où le contact a eu lieu. Si le ballon est touché par l’arbitre ou un autre non-joueur dans l’en-but, l’arbitre jugera ce qui se serait ensuite produit et accordera un essai ou un touché en but à l’endroit où eu lieu.
